Biocidal Products Regulations (BPR) and How Water Treatment Products Complies

The Biocidal Products Regulations (BPR) is a piece of European-wide legislation that has now replaced the Biocidal Products Directive (BPD). The aim of this newly implemented legislation is to simplify and streamline existing EU requirements without reducing the level of production to health and the environment set out under older legislation (BPD).

The new EU Biocides Regulation retains the basic structure of the BPD – a two-step procedure for approving active substances at EU level and authorising biocidal products in Member States.

In short, the BPR carries on the work of the BPD more efficiently and ensures biocidal products are assessed for their safety with regards to people, animals and the environment before they are placed on the market. The legislation also acts to stop “Free Riders” from supplying sub-standard products into the market.



Biocidal products are defined as those active substances and preparations containing one or more active substances intended to destroy, deter, render harmless, prevent the action or otherwise exert a controlling effect on any harmful organism by chemical or biological means.

The BPR covers 23 different product types which includes disinfectants, preservatives, pest control and antifouling products. For example Liquid Cooling and processing systems are included in Product Type 11.

The Health and Safety Executive (HSE) has granted Water Treatment Products approval under Biocide Products Regulations on Wednesday 3rd April 2019 for their product WTP C32. The HSE is the UK competent authority for Biocidal product authorisations and has given approval for PT 11 which covers use in Evaporative Cooling Towers and process waters including the important “Closed System use”.

C32 is one of the best selling non oxidising biocides; this BPR submission, which was costly and time consuming has allowed over 75 of WTPs own label customers, who signed up to the WTP product dossier in 2017, to continue selling the biocide with their unique product code to the approval date and beyond.

The approval is for 10 years. WTP has also obtained approval in Ireland from the Pesticide Control Division (PCD).

Biocidal products require product authorisation or product registration within two years of an active substance being formally included on to Annex 1 or 1A of the BPR. During the transition phase the biocidal products fall under national legislation.

Water Treatment Products only uses biocidal active substances which are supported for review in the appropriate product types under the BPR review program.
